On July 12, 2024 the U.S. Census Bureau published a Federal Register Notice (FRN) seeking feedback from the public on the timeline to implement the Office of Management and Budget's updated Statistical Policy Directive No. 15 for Federal race and ethnicity data on the American Community Survey (ACS). The information gathered through this FRN will be taken into consideration as the U.S. Census Bureau continues to evaluate the practicability of implementing the updated race and ethnicity data standards into either the 2026 ACS or the 2027 ACS. The FRN recognizes that implementing the updated SPD 15 in the ACS as quickly as possible is essential, and indicates that based on their initial assessment, implementation in ACS data collection will be targeted for 2027, with dissemination of data products to then begin in 2028.
You may submit comments through August 12, 2024 at the Federal Register or Regulations.gov.This is a true call to action for ANDL, our communities and partners alike as there are current forces looking to permanently remove our people, culture and legacy in this nation from the history books. “Negro” is who we are. It is our racial and ethnic identifiers- not a slur! Don’t miss out on your chance to be heard!

The big day may have come and gone, but keep in touch as we’re always up to something new and empowering. We will continue to keep you up-to-date on any further developments from the OMB.
"ANDL is on the move" --our motto
To stop and counter the continued legacy of defamation, erasure, persecution, and misrepresentation of the Negro in all areas of people activity. ANDL seeks to address the ever-pervasive practice of cultural benign neglect that seeks to extinguish the Negro’s heritage and lineage. Negroes have historically been classified as such and deserves distinction due to its federal and state designation.
In 2004, during a discussion with George Stephanopoulos, Alan Keyes emphasized the importance and necessity to recognize people’s individual heritages. In 2016 however, Obama ultimately and without specific logical explanation removed the word Negro from federal law thus removing the ancestral birthright of the Negro--we can no longer be made to be ashamed of who we are.
It is our vision at ANDL to resurrect and restore the lived experiences, no matter how painful, and historical references especially the very term “Negro.” It is imperative that the term Negro be appropriately identified and accepted in all forms of media, federal laws and legislation that has specified the Negroes and their descendants. Through future policies, programs, education, research, and legislation ANDL will strive to secure the full potential of the Negro into perpetuity.
ANDL is the culmination of the inevitable evolution and struggle of a people longing to have the ability to feel safe, protected and allowed to simply exist. Each of our current board member’s paths crossed originally in July 2022 after being dissolution and frustrated at the lack of progress around the reparations movement and the many notable online personalities, hashtag groups and organizations on various social media platforms that engaged in endless debates and social media spaces around Black identity, lineage and delineation. What is delineation and what does race/ethnicity have to do with our current condition and standing as a people? These topics of discussion have been going around since 2016 due to the grassroots Reparations Movement that has been taking place on and offline although reparations for the Negro people has been a debate since the conclusion of the Civil War and its subsequent aftermath.
Our team consist of ordinary people with extraordinary backgrounds, courage, resolve, and truly care for the well-being of the Negro community. We also value our many supporters and partners that have grown with us since the summer of 2022. It is because of this that we acknowledge that it is the Negro community that will have and play an integral role in our organization's success.
